Lookout is a legislative intelligence platform built for Connecticut state government.
It tracks bills in the CT General Assembly, uses AI to score their relevance to your
policy interests, and manages the full testimony lifecycle from drafting through submission.
Watch Profiles let you define the policy areas and topics you care about. Add keywords
with importance weights (1-5) and free-text descriptions of your interests. The AI uses
these to score every bill on a 0-100 relevance scale, explaining why each bill matters
to your organization.
Lookout uses Claude AI to analyze each bill's text against your Watch Profile keywords
and free-text descriptions. Every bill receives a score from 0-100 along with an
explanation of why it scored the way it did and which keywords matched. You can provide
feedback (thumbs up/down) to help refine future scoring.
Browse the Bills page and use the search and filter tools to find bills of interest.
Bills that match your Watch Profile will automatically appear with relevance scores
on the Scores dashboard. You can also set up Alert Rules on your Watch Profile to
receive notifications when bills change status or new matches appear.
The Testimony module manages the full lifecycle: draft testimony linked to a specific
bill, collaborate with reviewers and stakeholders, collect signatures, and track
submission. Each testimony supports versioning, inline comments, and stakeholder
review via secure token-based links.

Bills are automatically synced from the CT General Assembly every 4 hours. Bill texts
are synced 30 minutes after each bill sync. AI relevance scoring runs every 4 hours
on a staggered schedule.
